In the community health service center under the direct management of the city's fifth hospital, the existing medical staff were centralized in the hospital management, and the "upper (hospital), lower (community)" flow rules were established. This solves the problem of good talent "down and stay" to some extend.
On this basis, public hospitals use community health service centers as outposts for medical treatment and rehabilitation, guide residents to receive the first treatment in the community, shunt patients, and leave common and frequent diseases in the community for treatment to promote the formation of hierarchical medical model.
