In the community health service center under the direct management of the city's fifth hospital, the existing medical staff were centralized in the hospital management, and the "upper (hospital), lower (community)" flow rules were established. This solves the problem of good talent "down and stay" to some extend.
On this basis, public hospitals use community health service centers as outposts for medical treatment and rehabilitation, guide residents to receive the first treatment in the community, shunt patients, and leave common and frequent diseases in the community for treatment to promote the formation of hierarchical medical model.
Zhang Bin, President of Wuhan fifth hospital, said that two-way referral, appointment registration and other services will extend the reach of medical services to the grassroots. The promotion of graded medical treatment and two-way referral has improved the turnover rate of hospital beds, thus enabling large hospitals to concentrate on the treatment of patients with critical illness and the construction of key specialties.
